Circle is the issuer of USDC, the second-largest stablecoin with $60B+ in circulation. Founded in 2013 by Jeremy Allaire and Sean Neville, Circle went public on NYSE (CRCL) in April 2025. USDC is fully reserved by cash and U.S. Treasuries, with reserves managed by BlackRock and custodied at BNY, and monthly attestations by Deloitte. Circle holds money transmitter licences in 49+ U.S. states, a France EMI licence (EU MiCA-passported), and Singapore MAS MPI licence.
